Poor House Report
To the magistrates of Forsyth County  Gentlemen
At last March Term of this Court a suggestion or proposition was made to change the manner of letting and conducting our County poorhouse & in the course of
remarks the poorhouse of Guilford County & its management was referred to and represented as a model of its kind & well worthy of imitation whereupon the Court
appointed the undersigned three magistrates a committee to go & examine the Guilford PHouse its management & C & report to the magistrates at September Court.
We beg leave now to report that we have preformed the duly required of us  Some weeks since we repaired to Greensboro from whence we were accompanied to the
PHouse by the able and worthy chairman of the wardens Court of Guilford & the principal manager of the affairs connected therewith James Sloan Esqr through whose
polite and kind attention we were permitted & enabled to examine into the whole arrangement & management of the well regulated establishment.
Guilford County has one of the finest looking & probably the most extensive Poor Houses of any County in the Western part of the State  The rooms are large and well
ventilated & we found but one thing objectionable in its construction & that was the close connection of the family rooms of the superintendent to the rooms occupied
by the paupers there might be times when contagious diseases would be prevalent among the paupers & the whole family of the superintendent would thus be
unavoidably exposed to contagion  We should prefer the two to be entirely disunited.  The present superintendent Mr Ward appears to be a man remarkably well
qualified for the position & under the are of himself & lady

the whole is managed pretty much as a large well regulated family & the wants of both body & soul cared for.
Their present number of inmates is about 40 the cost of keeping and providing for these is less per head than what we are now paying in this county  the average cost
in Guilford is about $35.00  The County owns a farm of about 250 acres of land.  The Superintendent receives a salary of $200 pr annum & board for himself & family.  
The Chairman of the board of Wardens supplies him from time to time with all necessaries not raised upon the farm & kitchen supplies the whole household   They
often hire one or two hands to assist in farm work the County owns the Land the improvements the Horses Cows hogs &c in Short every article of Stock provision &c is
the property of the county  The superintendent keeps a record book at the PH. containing names {???} of the paupers date of admission & dismissal the Cause of
their destitute condition &C.  The Chairman of the board annually submits his book & assets to the inspection of the Court of finance or the Court or both.
Upon the superintendent and matron revolves the principal responsibilities & the board of wardens {???} none unless they are satisfied as to their business
qualifications & then character for benevolence Piety and industry.  They have never a lack of applicants whenever the post of Superintendent becomes vacant the
wardens advertise for propositions but reserve the right to make the Selection out of those who propose or others & the contract entered into is yearly though it may
continue from year to year so long as both parties are satisfied either party must give three months notice of separation.
One or two subjects might here be referred to about the control of which there has been adversity of opinion  Firstly prospect of maintaining or assisting so many
persons throughout the County without going to the PHouse in Guilford

they pay as much outside through the County as they expend at the PHouse in or about 2/3 as much  Second.  some have objected to the admission of those
abandoned woman who are without powers & go to the PH to remain during confinement are received waited upon & nursed there & as a reward therefore leave
behind them their offspring a charge upon the County  Some agree we are encouraging vice and immorality  We find the same course is pursued in other counties &
believe it is unavoidable.
Guilford County is laboring under a disadvantage that we suffer under likewise  Our PH & farm being located on such very poor & unproductive soil.  The Crm Nr Sloan
thinks if their establishment had been located on good land the whole concern could be made self sustaining.
Without making any complaint or finding fault as to what is past but feeling it a duty incumbent upon us as a human & christian people to provide for those who either
by misfortune by the dispensation of Providence or even by their own mismanagement have  become destitute & helpless we would offer having this examined into the
management of our own & other PHouses & consulting together take the liberty of suggesting the following .

1st Resolve that the management of the poor & PH of the County be entrusted to the board of wardens as here defined
2nd that by the time of the next letting of the PH that wardens advertise & try to obtain the services of some competent person to act as Superintendent at a Salary to
be paid by & that the whole establishment be hereafter managed similar to the one here reported
3rd Resolved that the wardens take into consideration the propriety and practicability of selling the present PH tract & purchasing another body of land better suited
for farming purposes ascertain what could be done in regard to this matter & submit a report at next March Court,

Rachel Voss        {This case coming on to be heard at this
Ex Parte         time upon the petition &C  It is declared by the Court that Wm Voss has died intestate as set fourth in the petition that petitioner is his widow & entitled to
a years support as prayed for it is therefore ordered and decreed that John Lowery a Justice of the peace & Elijah Snow(,) Moses Whicker & William Melton
freeholders be and they are hereby appointed to view the estate and out of the crop stock and provisions on hand after being duly sworn to allott and point out to
petitioner an adequate support for her and her family for the space of one year and should there not be found on hand a sufficient Stock crop and provisions for that
purpose, to estimate the amount in cash that will be necessary to supply such deficiencies and that they make report under their hands & seals to the next term of this
Court.

Abraham Marshall Adms          {Petition to sell Lands
vs           It appearing to the satisfaction of the Court that the
J P Whicker & others  personal estate of John Whicker deceased is insufficient to  pay his debts and charges of administrator it is therefore ordered adjudged and
decreed that his Administrator Abraham Marshall have licence to sell the real estate of the said John Whicker which is specified in the petition in order to pay so much
of said debts and charges of the administrator as the personal estate may be insufficient to pay & discharge.  It is further ordered and decreed that the said Abraham
Marshall after forty days notice at the Court House door in Winston and at three other public places in the county of Forsyth proceed to sell said land on the premises
to the highest bidder at public auction on a credit of twelve months taking bond with approved Security for the payment of the purchase money & report to the next
term of this Court .

Anna Brown        {This case coming on to be heard Ex parte, on the petition
Ex Parte                 & the argument of counsel it is declared by the Court D N Brown late of said county hath departed this life instate since the last term of this Court
leaving the petitioner his widow him surviving & she is entitled to her years provision as prayed for.  On motion it is therefore ordered that P A Wilson a Justice of the
Peace & Jesse W Atwood(,) Henry Renegar and John M Richmond freeholders are appointed commisioners to view the estate of said deceased and allott and set
apart to his widow Anna Brown so much of the crop stock and provisions belonging thereto as may be adequate to the support of herself and family for one year and if
there shall not be a sufficiency on hand to afford such an allowance then to assess the deficiency in money & if such articles are on hand that they allott to her one
bed & furniture one loom & one wheel and cards and report to the next term of this Court under their hands & seals & that this decree be enrolled.

Catharine Crouch        {This case coming on to be heard upon
Ex Parte         the petition & C it is declared by the Court that Charles Crouch late of said county hath departed this life intestate since the last term of this court leaving
petitioner his widow him surviving & that she is entitled to one years provision as prayed for it is therefore ordered by the Court that John M. Stafford a Justice of the
Peace and Casper Doud(,) Wm Shore & Abram Faw freeholders are appointed commisioners to view the estate of said Crouch and allott and set apart to his widow
Catharine so much of the crop stock & provisions belonging thereto as may be adequate to the support of herself and family for one year and if there shall not be a
sufficiency on hand to afford such an allowance then to assess the deficiency in money & also one bed & furniture 1 wheel 1 pair cars 1 loom and report to the next

Sarah Masten                {Petition for dower
vs                 This case coming on to be heard Heirs of H Masten decd  upon the petition the exhibits & the arguments of counsel  It is declared by the Court that Hez
Masten hath departed this life intestate leaving petitioner his widow and said minor children his heirs at law & that he died seized and possessed of the lands specified
in the petition and our of which petitioner is entitled to dower  On motion it is ordered by the Court that a writ be isued to the Sheriff of Forsyth County commanding him
to summons a Jury of 12 freeholders to allott to petitioner her dower in the lands of her late husband above described which said lands are described in her petition
according to the act of the General Assembly in such cases made and provided & that they report their proceeding to the next term of this court.





Eli J Hine & others        {Court of Pleas and Quarter Session  
Sept Term 1859
Ex Parte          Eli J Hine & others Ex parte petition for partition of real
estate  This case coming on to be heard on the petition the evidence the exhibits the arguments of the parties & the argument of counsel  It is declared by the Court
that the late Joseph L Hine decd & Eli J Hine were seized in fee simple and as tenants in common of the lands & real estate described in the petition & that they really
divided the same in the life of said deceased but failed to complete said divisions by executing mutual deeds of conveyance therefor It is further declared by the Court
that said Joseph L Hine hath departed this life intestate without isue & leaving the petitioners his brothers & sisters his heirs at law & as such tenants in common with
said Eli of said described lands

and that said petitioners are entitled to have partition of said lands as prayed for in said Petition  It is therefore ordered adjudged and decreed by the court that the
division agreed on run & marked by said intestate & said petitioners Eli be and the same is hereby in all things confirmed
It is therefore ordered by the Court that said Petitioners Eli J Hine have and hold in severalty as his sole property one lot of said lands & bounded as follows (to wit)  
Eastern position  west of Dirt Road & Beginning at a Stake running East 5 rods to the crop roads thence North 35 degrees East 40 rods to a Stake in the great Road
Thence west 25 1/2 rods to a Stake thence South 32 & 4/5 rods to the Beginning also one other lot of said land lying east of the road & bounded as follows (viz)  
Beginning at a Stake near the Shop thence North 50 degrees East 24 rods & 17 links to a Stake thence East 36 rods to a stake near a large Spanish oak thence North
16 2/3 rods to a Stake in the field thence west 36 rods to the road thence south 35o west 40 rods to the crop roads thence east nearly 3 roads to the Beginning.
It is further ordered adjudged and decreed by the Court that the Petitioners as heirs of Joseph L Hine deceased have and hold as tenants in fee in common the
following lots of said lands (viz) one lot Beginning at a Black Jack rinse east 16 1/2 rods to a stake thence North 32 4/8 rods to a stake thence west 16 1/2 rods to a
Stake thence South 32 4/5 rods to the beginning also one other lot east of dirt road Beginning at a stake in front of the Shop runs East 53 1/2 rods to a Stake thence
